It may not be the university's servers. Check your firewall and adware settings. Like darn near every other free host on the planet, Flickr finds it necessary to use invasive scripts.

The only things I can think of are:
A) The university is blocking the website
B) The browser you're using isn't accepting the cookies from the website.
You may want to ask the person who is in charge of the Internet at your university and ask what's going on.

Why can't you access Flickr? It is because a program installed on the university's computers is preventing you from accessing inappropriate websites. Programs such as Smart Filter will block all non educational websites which include porn sites, game sites, myspace and even Flickr. If you really need to access Flickr for educational purposes, please see your administrator.

I accessed mine just a few minutes ago. I was able to get in. I did get this message when surfing around though.
"
Hold your clicks a moment please...
Flickr has the hiccups. We're looking into the problem right now."
I think they may be just experiencing some technical difficulties. Try again in a little while and see what happens. Try a different browser if possible.
