That is one feature that the flickr people are considering adding on sometime in the future - I remember a questionnaire they had flickr members answering concerning what other types of services they would like to see on flickr and the tracker was one they asked about. Hopefully they'll have it soon.
It can't be done. You can't see who views your photos because you can't add HTML code to your personal Flickr page. The tools that are available are the built in counter of how many views the photo has had, and one other way you can have some sort of control is by putting the photos into a private group, this way, you can add people who you want to look at your photos, then contact them for tips, comments etc because they will be the only ones with access to the group. ;-)
