Making a note on a picture on Flickr?

How can I make a note on someone's picture on Flickr.com?

there is button call Add note in photos where they allow to add notes. click it and you can mark a place on photo and add a note. then click ok

Click on the button that says "Add Note". It'll only be there, however, if the owner allows you to. Flickr allows the account holder complete control over who can edit, download, etc. their photos.

Just click on the add note button if it's an option. However, some users will not let you add notes to their pictures.
