Flickr Community Guidelines specify that if you post a Flickr photo on an external website, the photo must link back to its photo page...how about PhotoBucket...do I also need to link back to their photopage?

No, you don't need to link back to Photobucket.
This is in the terms of service:
"Photobucket provides its Registered Users (defined below) with the ability to host a variety of content, including without limitation images and videos (including any audio accompanying the videos) ("Content") that Registered Users own or to which they have the necessary rights ("User Content"), in order to share User Content via the Web on, for example, auction websites such as eBay, classified advertising websites, online journals, blogs, message boards, personal websites, social networking sites, and online photo albums."
Basically it says if it's yours, you can put it wherever you want.

I use Photobucket ... I don't think Flickr would actually take the time to see if their linked pictures are linked or not but who knows?

No, at least I dont think so . To be sure check the Community guidelines . If you can find their community Guidelines then try emailing them by clicking the 'Contact us !" link at the bottom of the page.

well it says that u must but how would they know you wernt doing it? they wouldnt.
and if your seriously that worried just use imageshack.us
you dont need an account on there =] and u just remove the link back on there just like you do on flickr or photobucket and yes to all acount no matter what you "have" to link back because otherwise they wont make money or get hits now be rebel and dont link back they wont know >:]

Use imageshack. Flickr and Photobucket blow. Plus you don't need to save the crappy pictures.
